In my opinion a foreclosed property is usually, if not always, in worse condition than a short sale in the same area.
Neglect or disrepair ,either as a result of a lack of caring or a lack of funds, result in many bank owned properties requiring expenditure to address issues.
I believe that too often the lenders who “gave” adjustable rate mortgages with the potential to raise payments through the roof (pun intended) is the root cause of the lack of money.
Regardless, I am still convinced banks don't really care about the consumer.
